Europa Universalis V [Beta ] Patch Notes - 1.3.4 (16th June 2026)
The open beta gets a serious economic rebalance and diplomacy overhaul, with casus belli durations doubled and market stockpiles cut down to size.

1.3.4 landed today with one of the biggest economy overhauls since the open beta started. Market stockpiles have been slashed, a late-game megalopolis drops from 2400 capacity down to 630, forcing players to actually manage trade instead of just hoarding goods. That's a significant shift for anyone running a merchant republic or trade-focused nation.
Diplomacy got a major tune-up too. Casus belli durations have been doubled across the board: territorial claims now last 15 years instead of 5, and religious/imperial CBs stretch to 25 years. This gives AI nations and players enough breathing room to actually pursue long-term conflicts instead of watching claims expire mid-war. The Italian Wars situation also got extensive AI fixes, bribed countries won't instantly flip to another league, sponsors can't vote on laws, and the Send Aid action no longer drowns wars in pointless reinforcements.
Beyond the headline changes, there's a pile of setup tweaks (new resources in India and Liaodong, Venice now starts with Doge Election), event fixes, and government content unlocks for Trebizond's Byzantine path. Check the full notes below for the complete breakdown.

Government
- Changed estate culture/religion to now be weighted by acceptance and tolerance.
- Changed estate dominant culture/religion to only flip when the challenger beats the incumbent by 10%.
Economy
- Stockpile Capacity: Market stockpile capacity has been significantly reduced, base values cut from 200–250 down to 25–50, with late-game growth now earned through the market-center building chain (Entrepôt through Clearing House). A basic 1337 market town drops from 455 to 55; a late-game megalopolis from ~2400 to ~630.
- Changed pops to buy fewer goods when the estate they belong to is running an income shortfall: an estate covering only half its expenses pulls every pop's goods demand down by 25% at the default scale, and an estate with no income at all halves demand entirely, with the contribution surfaced as a new line in the per-good demand tooltip that names which estate is responsible and shows the resulting multiplier.
Society
- Movements like Latin now correctly take into account specific pop types again.
- Changed gaining a trait that blocks general/admiral/cabinet roles to now dismiss the character from that role.
Diplomacy
- Changed "Intervene in War" to be correctly listed under Hostile Actions instead of Friendly Actions in the diplomacy panel.
- Casus Belli Durations: Doubled the global CB default from 5 to 10 years. Territorial CBs (conquer, annex, subjugation, claims, tributaries) now last 15 years, and religious and imperial CBs (Crusade, Deus Vult, Jihad, Heretic, Reconquest, Imperialism) last 25 years, giving AI countries and long-running narrative conflicts enough time to actually act on them.
Military
- Fixed retreats not taking into account when a unit is locked into moving to the next destination, causing occasional pathing mess-ups.
Other
- Allowed supply depots to now be built in own land, not only conquered land.
- Fixed food stockpile decay causing structurally-positive provinces to buy from the market.
Setup
- Changed Venice to now start with the Doge Election.
- Added domestic iron to Liaodong's Benxi iron belt (Qinhe); added horses to Indian breeding regions: Marwar (Nagaur, Ramgar), Saurashtra (Gondal), the Deccan Bhimthadi belt (Chakan), and Manipur (Imphal); and relocated Nagaur's lead to its historical home at Rampura-Agucha (Bhilwara).
Situations
- Fixed the "Influence French Subject" Hundred Years War action having no cost by adding the missing HYW actions' price.
- Fixed the Italian Wars' "Balkan Foreign League" electing its leader by Great Power Score instead of Military Strength, unlike the French, Iberian, and Italian leagues.
- Fixed Nanbokucho clans rarely going to war; the situation's monthly event roll for granting casus belli and declaring wars now fires for each clan instead of once for the whole situation.
- Italian Wars: Added a tooltip that shows the price impact of the size of your League when bribing another country to join it.
- Italian Wars: Stopped bribed countries from instantly rejoining another League. Added a missing check for "recently joined a League" when compiling the list of potential countries you can bribe.
- Italian Wars: Removed some IO types (e.g. Jurchen Federation) from checking if Tension is at 100% in order to enact the Mutual Offense Law (they were accidentally bundled with the Leagues).
- Improved the logic of the AI when it comes to picking a potential target of war via the event italian_wars.26 "Diplomatic Incident"
- Italian Wars: Stopped sponsors from voting on a League's Laws (e.g. Mutual Offense) as they will not join by design.
- Removed the noisy event from countries "Intervening in a War", since there is already a pop-up for it and the event was redundant.
- Italian Wars: Removed the duplicate mention of enemy in the calculation of the Send Aid action; the action now takes into account enemies and rivals instead of only rivals.
- Italian Wars: Rewrote the AI logic for "Send Aid" and "Intervene in War": the former to no longer give too much noisy aid, and the latter to no longer dogpile and overstack in a war.
- Italian Wars: Added a scripted effect to reconcile and recalculate which League owns which location on the monthly tick.
- Italian Wars: The Send Help Action no longer requires presence in Italy and has a base weight.
- Italian Wars: Changed Leagues to no longer instantly kick members when they are defending against other members; only the attackers are kicked.
Disasters
- Changed the Horde Civil War disaster to also give -10 subject loyalty.
- Fixed an issue that prevented the Sinicization Disaster from ending when opting for the "Sovereign" side and added a new more powerful reward for it.
- Complacent Decline: Added a check to prevent the player's capital from revolting during the event .3 "The Fires of Independence"
International Organizations
- Fixed "missing key" rows in the Catholic Church's Papal Authority breakdown tooltip.
Events
- Fixed the Horde Civil War succession event being able to install a dead character as the new ruler when choosing to let the pretender take the throne.
- Fixed two broken localization functions in the "Creation of a National Bank" event (flavor_eng.28).
- Fixed the "Order of the White Eagle" (flavor_plc.6), "Order of the Band" (flavor_cas.13), and "Order of the Black Eagle" (flavor_brapru.26) events showing a broken "ERROR" title and unlinked order names.
- Fixed missing tooltip for chivalric order in the "Order of the Dragon" (flavor_hun.410) event.
- Added "The Phoenix Reborn" event (d008_flavor_byz.6), letting a Trebizond-formed Byzantine Empire that restores the realm gain the rewards otherwise locked behind winning the "Fate of the Phoenix" disaster.
- Fixed some Scaliger War events not targeting the proper war.
- Excluded Christian countries from the Sufi Islam propagation events.
- Fixed the Neapolitan "The Trial of the Queen" event (flavor_nap.250) being able to trigger during a papal vacancy, which displayed the Pope's name as a "character" placeholder.
- Increased the Florentine Scaliger War claim on Lucca from 10 to 15 Antagonism.
- Changed Padua to join the Guelphs when switching sides in the Scaliger War.
- Fixed the "League Demands Autonomy!" (flavor_fra.2033), "Muslims in Portugal Need Our Help" (flavor_por.32), and Red Turban Rebellions (red_turban_rebellions.34/.35) events incorrectly granting a Casus Belli instead of declaring war when the legality check failed.
Government
- Added the missing Byzantine government content to the Trebizond path of forming the Byzantine Empire, unlocking the "Kritai Katholikoi Reformed" and "Modern Imperial Army" reforms, the "Stavraton" coin and Pronoia policies, and the "Restore Roman Borders" casus belli on formation.
- Limited the Sardinia formable to Sardinian culture, and created a new Sardinia-Piedmont formable.
- Reduced the chance of the Parliament Agenda where an estate asks to change the court language appearing; added an estate power trigger; and improved the AI's balancing of the choice against their current court language, in particular to prevent every country changing to the liturgical language after a few decades.
- Removed excess variable checks from Bureaucracies ("Strategarchia" and "Romanitas") for Trebizond's display list.
Society
- Fixed the "Grant a Triumph" action not actually granting the Triumphant trait.
- Reduced the chance of boys becoming Eunuchs at birth.
Geopolitics
- Allowed non-war-leaders in the Scaliger War to take territory.
- Allowed Verona to take territory in the Scaliger War.
Advances
- Reworked the "Three Teachings" advance so its Harmony bonus now nudges Harmony toward its optimal balance each month instead of continuously pushing it away from the ideal point.
- Fixed mounted "Order Knights" being recruitable only by the Livonian Order despite being broadened to all military orders; the "Reformed Crusader Knights" advance now unlocks them for any country with the Military Order Reform, Military Orders clergy privilege, or Iberian culture.
Other
- Corrected the leadership-by-score tooltips that described the leader as chosen by Great Power Score in 3 IOs that were migrated to use different criteria: Tax Base for the Guelphs and Ghibellines, Military Strength for the Red Turban Rebels, and Navy Size for the mightiest pirate in the Golden Age of Piracy.
Illustrations
- Added a cat to the Florence loading screen.
Flags
- Changed the Modern Papal States flag to appear in Age 6 instead of Age 5, which was too early.
Other
- Made text overlaid on overview illustrations consistently legible across all panels; a unified dark edge fade now replaces the previous per-panel contrast workarounds.
Government
- Stopped the AI from relocating its capital via "Itinerant Court", which was crippling its economy.
Other
- AI Conquer Desire Map Mode: Fixed this map mode to now correctly show which territories the AI has its eye on from the very first day of a new game — previously it showed no data until the first yearly AI strategy tick had fired.
Panels
- Fixed an issue where naval levies would show incorrectly in the regulars text.
- Fixed an issue where the button for Unconditional Surrender would be visible on any war when at least the player was involved in one war.
- Added auto-expand building toggle filter in macrobuilder production view and location production view.
- Changed the Loans Given subtab to now show the name and tag of the countries you gave loans to, instead of showing the lender, which is always the same.
- Fixed an issue where PU seat of the union would show incorrectly when there was a Regency.
Tooltips
- Changed the proximity tooltip between locations to clarify that embarking/disembarking cannot be improved unless it happens within the same Seazone.
- Changed Imperial Circle vote entries in the Imperial Diet to now show the circle's total combined voting power on hover. Fixed a bug where the "you are a member of this circle" indicator in circle tooltips wasn't displaying correctly.
- Fixed the Warscore tooltip to now correctly show the modifier application in order, and not mix the efficiency with the flat penalty cost.
- Changed right-clicking on the Estates in the topbar to now open the Estates action panel instead of bribing them.
- Fixed an issue where taking back cores would incorrectly show in the breakdown as giving Antagonism.
- Changed Crown Power from Population to now be formatted more clearly and aligned with the breakdown.
- Fixed an issue where the Select button for newly created units from an army would close the panel instead of selecting the units.
- Made Estate Satisfaction line position consistent across estate interactions.
- Fixed tooltips showing "Stockholm" or a generic "Country" when the scope was not set. They now say "Target Country" or specify the "Target's Capital Location" instead.
- Changed the Movements map mode tooltip to now include a breakdown for the resistance value.
- Changed the building maintenance tooltip to now show a summary of costs by good per market.
Other
- Fixed observer war message classification.
- Fixed "Cancel Exploration" not appearing for explorations that were queued but not yet launched, and fixed its tooltip not showing correctly during active explorations.
- HRE Policies: Changed policies that benefit the Emperor and push the HRE toward centralization to now be marked with a visible badge in the policy panel, with a tooltip explaining their effect. Emperor players also see these highlighted in green. Policy effect tooltips now appear on the first hover instead of requiring two.
- Stopped event windows occasionally disappearing before clicking on them.
- Fixed Empty Imperial Circles when loading a savegame.
- Fixed Member Leaving union alert missing new lines.
- Made secondary stripes a little thinner so they are easier to differentiate against the main colour.
Portraits
- Fixed a bug which caused eye meshes of portrait characters to sometimes intersect with their eyelids.
Map
- Stopped the city graphics from rebuilding when updating its transform, which had caused it to build twice.
Triggers
- Added province_army_levy_percentage and province_navy_levy_percentage triggers on province scope.
- Added available_army_levy_percentage and available_navy_levy_percentage triggers on country scope.
Effects
- Added add_recovered_army_levy_percentage and add_recovered_navy_levy_percentage effects on province scope.
Other
- Fixed allowed_locations in wargoal defender to now apply, as opposed to the attackers' allowed_locations.
- Added the ability to adjust the width of secondary map stripes with the defines SECONDARY_STRIPE_SMOOTH_MIN and SECONDARY_STRIPE_SMOOTH_MAX.
Bugfixes
- Ensured that the wall towers do not separate from the walls.
- Fixed crash related to pinned categories in search filters.
- Significantly reduced late-game AI processing time by caching valid building lists per country instead of re-scanning the full building database every monthly tick.
- Fixed multi-word tooltip concepts like "Government Bond" and "Province Capital" linking to the wrong individual concepts instead of the correct combined one. 67 instances of this typo pattern have been corrected across the game's localization files.
- Fixed crash related to the sell locations screen.
- Fixed crash related to province name in pop growth tooltip.
