Europa Universalis V Patch 1.3.11 Notes (16th July 2026)
Europa Universalis V's latest patch cracks down on mercenary abuse while giving all nations a baseline trade boost. Several crash fixes round out the update.

Paradox has released patch 1.3.11 for Europa Universalis V, and the focus is squarely on reining in two systems that were running wild: mercenary spam and trade imbalances.
The mercenary overhaul is the real teeth here. Exhausted companies now refill from local populations far more slowly, turning sustained mercenary use into a genuine resource commitment rather than an infinite tap. Recruiting from a region also directly depletes that region's available pool, meaning you can't just bleed the same area dry without consequence. This should force players to think harder about when and where they deploy hired swords.
On the economy side, all nations now earn a flat 10% base trade income, levelling the starting field. Trade range has expanded, and venturing beyond it costs less merchant capacity per unit of distance, making it easier to reach distant markets early on. Merchant maintenance costs have been halved to improve early-game profitability. Merchant Republics' bonus has dropped from 25% to 20%, but the universal baseline bump means most players will see a net gain.
A handful of crashes have been squashed, and the Rise of the Ottomans situation no longer locks you out of forming the Sultanate of Rum. The full patch, including tooltip improvements and Ancient Monument building fixes, is below.

Economy
- The base trade range is now wider and the merchant capacity penalty for trading beyond it is less steep; more neighboring markets now fall within free range, and stretching past it costs less extra capacity per unit of distance.
- All countries now have a base 10% income from trades (added on top of the previous trade income modifier from crown power).
- Merchant Republics' bonus to trade income has dropped from 25% to 20% as the base has increased for all countries from 0% to 10%.
- Halved the base merchant maintenance cost to ease early-game trade profitability.
Diplomacy
- Reduced Imperial circle leader notifications significantly to lessen notification spam while playing as HRE leader.
Military
- Mercenary pools now refill from local populations significantly more slowly; exhausted companies take much longer to replenish, making sustained mercenary use a harder resource commitment.
- Recruiting a mercenary company from a region now draws down that region's pool of mercenaries available for hire.
Situations
- Fixed the Rise of the Ottomans situation causing the winning Beylik to become the Ottoman Empire instead of the Sultanate of Rum, which also permanently blocked forming the Sultanate of Rum formable afterward.
- The RGO mapmode now refreshes correctly when the Columbian Exchange introduces a new resource; previously the map displayed stale goods names and colors until the next full repaint.
Tooltips
- Merchant maintenance efficiency in the trade panel now shows the actual maintenance cost reduction instead of the raw stacked bonus percentage.
Buildings
- Fixed an issue with Ancient Monuments not being built if the location had a bridge.
Bugfixes
- Fixed a crash caused by a race condition when handling memory for tooltips.
- Fixed a crash when sorting the ruler history view.
- Fixed a crash when retrieving a static modifier name.
- Fixed a crash caused by modifiers trying to use a non-valid province name.
- Fixed a crash caused by trying to add a member to a non-valid international organization.
- Fixed a crash caused by incorrect memory management with entities.
- Fixed a crash caused by accessing already-purged characters.
