The 1.3 open beta gets a major stability pass today, squashing the disease apocalypses and fixing the economy's broken price-locking system.

Paradox has rolled out 1.3.2 for the Europa Universalis V open beta, and it's a focused patch tackling two of the biggest complaints from testers: disease spiraling into total collapse and the economy locking prices at minimum.

Smallpox was the real culprit here. The disease's spawn chance got halved, its calculation interval slowed to match influenza, and a new location spread threshold stops lightly-infected edges from creeping into neighbors indefinitely. That should mean outbreaks feel like actual crises instead of apocalyptic cascades that wipe your economy in a season.

The economy fix is equally crucial. Market stockpiles were being counted as live supply when calculating prices, which dragged everything to minimum and kept it there forever. Now stockpiles only feed exports, full warehouses won't lock prices anymore. That's a fundamental shift in how trade works, and it should make the economy feel responsive again instead of frozen.

Buff Nerf Fix Tweak

Some good news for those of you opting into the 1.3 open beta, as today's beta patch addresses some of the major issues found, including smallpox outbreaks causing mini apocalypses, as well as a fix to balance market stockpiles (Which will likely have knock on effects to the economy as a whole).

Please let us know if these changes have sufficiently solved the disease and econ issues present.

As of June 2026 these changes are only reflected on the 1.3.2 beta branch. The current live version is 1.2.5.

Government

  • Stopped the event "The Union of Crowns" (succession.101) from firing if the player has a female heir.
  • Changed dissolved or disenfranchised Dhimmi estates to feed their political weight into the Nobles instead of the Peasants.

Economy

  • Doubled per-ship maritime presence values.
  • Replaced the binary pop-demand gate with a soft wealth-impact ramp.
  • Fixed a market's stockpile of a good being counted as extra live supply when calculating that good's price, which dragged prices to the minimum and kept them there for any good with a full reserve. Stockpiles now only feed exports, not price formation, so full warehouses no longer cause minimum-price lock-in.

Society

  • Allowed players to always accept a culture of their estates.

Diplomacy

  • Aligned subject loyalty strength comparisons on a 3-pillar basis.
  • Fixed alliances breaking from potential coalitions even when the potential countries couldn't actually join a coalition.
  • Fixed an issue where the tooltip of the AI voting would imply they are voting for the wrong policy.
  • Changed bribing voters so it now takes in the policy you want the country to vote for. They also no longer have to have voted first before they take their own opinion on the policy vote into consideration.
  • Fixed countries with their capital on Swiss IO locations not being able to join, and being incorrectly counted as "not a neighbor of the IO".
  • Fixed every AI who votes for Revoking the Privilege in the HRE not properly turning into a subject of the Emperor.
  • Improved the condition tooltip for the laws that enable Imperial Armories so it highlights that you actually need to have at least one of the taxation policies which enable the treasury for the HRE.
  • Changed Imperial Circle bribery to scale with the Emperor's economy.

Geopolitics

  • Smallpox outbreaks have been shortened and rarefied. Spawn chance halved (0.1 -> 0.05), calc_interval slowed to match influenza ({2 8} -> {4 12}), and added a 15% location_spread_threshold so lightly-infected edges no longer creep into neighbors forever.

Advances

  • Rebalanced overtuned Italian minor advances.

Setup

  • Fixed bookmark cap-pop inflation: nobles/clergy/burghers/laborers/soldiers created from phantom peasant budget.

Situations

  • Guelphs and Ghibellines: Fixed an issue with the Guelph Victory where Italian countries were still allowed to join the HRE after a Guelph Victory.
  • Changed Council of Trent debates to count as failed when a different policy than the one proposed wins the vote.

International Organizations

  • Fixed three "missing key" rows in the Holy Roman Empire's Imperial Authority tooltip, caused by the Emperor Abilities contribution generating unlabeled sub-values.

Events

  • Fixed the timeline during which "The Dominion of Ivan Nelipić" event (flavor_cro.1100) can fire.
  • Changed the Serbian event "An Offer for Belgrade" (flavor_hun_ser.1001) so it no longer requires the location to be a core of Hungary to fire.
  • Fixed a missing illustration for event "The Expertise of Jean Bureau" (flavor_fra.2010).
  • Changed the "Byzantine Traditions" event for Montferrat (flavor_mfa.1) so it now converts 10% of Nobles in Casale to Greek Orthodox.
  • Changed the "Ambitions Worthy of an Emperor" event (flavor_mfa.3) CB to last for 20 years.
  • Fixed nations that betray Montferrat in the "Honoring our Agreement" event (flavor_mfa.1003) getting upset about their own betrayal rather than vice versa.
  • Fixed events about Paduans changing side in the war to correctly inform the player that Padua will join the war on the side of the attackers.
  • Stopped Montferrat from being able to invite countries to their campaign against Byzantium once the campaign has started.
  • Stopped the "Domini di Terraferma" event (flavor_ven.20) from firing during the Scaliger War.
  • Fixed more instances of DHE event triggers showing raw internal variable names instead of readable descriptions.
  • Added a custom localization to the "Potential Betrayal?" event (flavor_ver.1001) when played by Padua.
  • Improved the clarity of event triggers for the Scaliger War peace treaty events.
  • Fixed the event option and description for the "An Opportune Moment" event (flavor_mfa.1002).
  • Fixed some issues with the event chain that lets Byzantium give land to Montferrat.
  • Fixed several instances of Chivalric Order being referred to with ShowPolicyName instead of ShowChivalricOrderName.
  • Adjusted the Strumican "Time of Reckoning" event (flavor_byz_ser.4) to fire 2 months later.
  • Fixed the "Aragonese Tyranny" event (flavor_ara.201) option C granting an instant Independence War to Majorca even when Majorca was already at war with Aragon under the same casus belli.
  • Fixed the "Revenge!" event (flavor_ara.204) option A granting an instant Independence War to Majorca even when Majorca was already at war with Aragon under the same casus belli.
  • Fixed a typo in the "Aragonese Tyranny" event (flavor_ara.201) option C description, replacing the semicolon and aligning the wording to the option's effect.
  • Fixed the " Revolts" (flavor_eth.271) event's first option failing to declare war on Ifat even when the legal-war check passed.
  • Fixed the "Jolof Takes Up Arms" (flavor_mal.17) event allowing Jolof to declare an Independence War on Mali even when Jolof was already an independent country.
  • Fixed the "Timur's Treachery" (rise_of_timur.1011) event failing to allow the Timurid Horde to declare war on the Golden Horde when the legal-war check passed.
  • Fixed the "The Eastern Campaign" (flavor_maj.15) event showing two identical options when Majapahit could not legally declare war on Bali.
  • Fixed the "The Jochid Raid" (flavor_mol.1002) event tooltip stating that the Golden Horde would declare war on Moldavia even when the Horde could not legally do so.
  • Fixed the "Pskov declares War for Independence!" (flavor_nov.5) event option .a failing to make Pskov declare an Independence War on Novgorod.
  • Fixed the "The Mossi Raids" (decline_of_mali.11) event's second-option tooltip showing redundant information about gaining and using the same casus belli.
  • Fixed the "The Meitoku Uprising" (flavor_jap.136) event handing out excessive Honor, Stability and a casus belli when Japan could not legally declare war on Yamana.

Government

  • Prevented Circassia from being formable by nations without Circassian primary culture.
  • Fixed the Ottoman "Timariot System" government reforms incorrectly granting heavy cavalry bonuses instead of light cavalry, causing the "Akinji" unique unit to receive no benefit.
  • Fixed the display of the "Oversee Labor Rights" Cabinet Action in the Unlock of the "Guaranteed Labor Rights" Government Reform.
  • Fixed an issue where the "Shield of the Faith Reform" would not unlock the Fortress Church Building correctly.
  • Changed the "Byzantine Influence" Government Reform for Montferrat to affect pop conversion and assimilation by only 50%.
  • Fixed the Papacy being able to convert its state religion to Lutheranism through the "Convert to Estate Religion" parliament agenda, religious rebel concessions, and regent-to-ruler promotion.
  • Added a Tooltip to the Prussian Monarchy Government Reform to highlight the Militarize Country Cabinet Action being unlocked by it.

Economy and Production

  • Prevented "Zhixian" buildings from persisting after the owner loses the Mandate of China leadership.

Diplomacy

  • Fixed the displayed message from the "Annul Casus Belli" Covert Action missing part of its description.
  • Reduced the Appanage subject type's strength-vs-overlord loyalty coefficient from -0.50 to -0.40, easing the mid-game loyalty penalty that scales with the size of France's appanage network, without affecting the early Hundred Years' War balance.
  • Reduced the "Invite to Campaign against Byzantium" interaction base reluctance from -90 to -40.
  • Stopped Montferrat from being able to bother countries that have already said yes to their "Campaign against Byzantium".
  • Fixed the Order of the Ermine being assigned to the tag Bremen (BRE) instead of Britanny (BRI).

Military

  • Fixed the "Reformed Mamlūk" and "Reformed Mamlūk Horsemen" units having an unintended additive combat_power bonus that gave them near Age 5-equivalent combat power in Age 2.
  • Fixed incorrect maritime presence values on 11 special naval units ("Jong", "Dhow", "Long Fada", "Kilwan Dhow", "Kilwan Zambuc", "Baochuan", "Sekibune", "Atakebune", "Bomb Ketch", "Archipelago Frigate") where copy_from overrides were being applied additively to the template base rather than as absolute values, causing early-age units to have inflated maritime presence far above their intended tier.
  • Fixed Varangian units not being upgradeable outside the capital.
  • Fixed 9 unique ships showing no upgrade button because their stats matched or exceeded the next-age generic they should upgrade into, which the upgrade resolver reads as "no better ship type" (e.g. "Genoese Galley", "Catalan Galley", "Hanseatic Cog", "Iberian Caravel", "Cakradonya"). Rebalanced each below its successor generic so it stays the strongest ship of its own age while still advancing on age transition.
  • Fixed "Handgonners" not upgrading into "Early Arquebusiers". Since unit upgrades are restricted to the same unit category, "Handgonners" have been moved to the light infantry line to match "Early Arquebusiers", while keeping their original heavy combat profile. This also resolves Byzantine players being forced to upgrade them into "Varangians" instead.

Geopolitics

  • Fixed the tooltip for the "Enforce Scaliger Demands" Peace Treaty incorrectly displaying 'Country' instead of the actual country name.
  • Fixed the tooltips for peace treaty demands for Scaliger War.

Advances

  • Fixed Sweden double-dipping the manpower bonus after forming Scandinavia, where the "Swedish Military Roots" advance stacked with the identical "Indelningsverket" advance for a combined +30% Manpower instead of the intended +15%.
  • Benign Diplomats: added +10 subject opinion.
  • Integrated Elites: doubled monthly diplomats from +0.1 to +0.2.
  • Tribute System: added +5 subject loyalty.

Icons

  • Fixed the 20 new Italian culture-specific Advance icons not being shown, by removing the icon override that was hiding the dedicated art.
  • Fixed African pop icon for laborers.

Flags

  • Fixed Hungarian Luxembourg variant causing Hungary to use a randomised flag.

Diplomacy

  • Corrected the historical AI personality assignments, fixing "Mali" pointing to Malindi and "Marinids" pointing to Maryul (now Morocco), and removing assignments for nations not present at game start (Aq Qoyunlu, Nogai Horde, Crimean Khanate, and the Sibe).
  • Made the AI less likely to spam the Emperor with requests to become an elector.
  • Adjusted the AI's reason to vote for a policy. The "Great Power" comparison is now properly renamed to showcase that it is actually a tax base comparison + it only takes now a 40th of that value instead of a 4th due to how massive the difference can be.
  • Fixed an exploit where the AI accepted any "Sell Work of Art" offer regardless of the artwork's value. The AI now evaluates the offer properly before accepting.

Economy

  • Added AI modifier scores for Land Morale, Land Morale Attrition Cost and Land Morale Movement Cost modifiers.

Military

  • Fixed an issue where AI armies belonging to countries of defensive stance would sometimes hang around in hostile territory instead of returning home.

Other

  • Tightened AI prerequisites on estate emergency actions.

Tooltips

  • Fixed subject loyalty tooltip in game lobby.

Other

  • Added icons for Imperial Circles.

Portraits

  • Updated gold material for all clothes and headwears.
  • Fixed an issue with 3D models not reflecting their age.
  • Changed accessories designed to conceal disfigurement or eye conditions to be handled separately, so they can now be worn in combination.
  • Fixed translucent ashanti royal neckwear.
  • Fixed the metal flatness on the papal outfit.
  • Changed the Asian Strawhat to be used in the Indochina graphical culture and not across all of Asia.

Map

  • Various optimizations to city graphics.

Other

  • Added construction event additions and tweaks.

Other

  • Fixed crash when trying to create an empty war/civil_war.
  • Added ai_balanced as the new default AI personality.
  • Rebalanced Reformation movement spread; raised boom-phase R0 slightly.

Bugfixes

  • Fixed mapmodes not working on sea tiles with 3D terrain.
  • Fixed a crash when opening the Hussite Wars situation when there was no Emperor of the HRE.
  • Fixed an issue where the War tooltip after reaching 100% warscore would suddenly break and not show anything.
  • Fixed crash related to dequeuing a building from the location screen.
  • Fixed naval_infrastructure_act not working for megalopolises.
  • Fixed Lend Unit to Ally silently doing nothing on levy armies; levy-containing armies can no longer be selected for lending.
  • Made a minor AI optimization of embracing the Reformation.
  • Holy Roman Empire elections now check readiness against cached elector votes instead of re-evaluating every elector each tick, reducing CPU spent on HRE election processing.
  • Bribed Imperial Circle leaders now receive a notification when the Emperor bribes them.
  • Various performance optimizations to daily pop demand processing.
  • Performance: Pop demand calculations now skip locations with no market and avoid redundant market lookups, reducing CPU time spent on pop demand each tick.
  • Changed the Great Power Mapmode to also color depending on subjects.
