Hearts of Iron IV Peace for Our Time | Patch Notes (21st April 2026)

Patch 1.18 lands today with sweeping AI overhauls, submarine detection reworks, and a mountain of bug fixes, here's what changed.

Paradox is shipping Peace for Our Time today, and Patch 1.18 is a meaty one. The headline changes are on the AI side, where Italy and Germany both get significant reworks. Italy now holds North Africa more competently and actually uses its air force there, while Germany dedicates more troops to Barbarossa and handles MEFO bills properly. If you've ever watched the AI crumble in ways that broke your immersion, this patch does a lot of heavy lifting.

On the gameplay side, submarine detection gets a new formula ported from the open beta, and war score from ships has been rebalanced, halving the contribution from sunk IC to bring naval scoring closer to land combat. Raid preparation also gets a quality-of-life bump via shift-click to instantly prep a raid, which anyone who's clicked through that process repeatedly will appreciate. Train and helicopter MIOs have also been added to several major nations.

There's a solid list of OOS and crash fixes too, including a hot-join OOS that was apparently triggering frequently. Full patch notes below.

Generals!

Tomorrow we’ll be releasing Peace for our Time and you know what that means, not just Patch 1.18 but a whole bunch of Patch Notes. Additionally, keep reading to find out how to roll back in case you have a save you want to finish first.

Balance

  • Changed faction contribution from war score from 0.125 to 0.1
  • Balanced warscore from ships, halved the contribution from sunk IC, which should bring it more in line with land combat warscore gain.

Gameplay

  • Taking Royal Indian revolt now only require you to have >50% communist support.
  • Threaten the princes now give 10% communist support.
  • Added a new feature where you can "shift + click" on a raid map icon to instantly prepare a raid, cutting down on the amount of clicks you had to do.
  • Selling equipment on the international market will now by default select the maximum amount of equipment available.
  • Reduced the capture chance of spies, and added them to go into hiding for 28 days instead. They still can be captured and killed as well.
  • Submarine detection now uses a new formula. (Ported from the open beta).
  • Tweaked the submarine detection formula.
  • Introduced a minimum taskforce engagement setting, strike forces are no longer allowed to be set at no engagement.
  • Added Train MIOs to several nations (ENG, FRA, BEL, USA, SOV, ITA, JAP, and GER).
  • Added helicopter MIOs to several nations (BEL, USA, JAP, and GER).
  • Fixed some wrongly applied ship classes and some missing ones from the 1936 and 1939 Japan naval OOB (Hatsuharu class, Minekaze class DDs, Takao class CAs, and the lonely and ancient IJN Yugao)
  • improved medium tank for Germany now shows up as best match for improved medium tanks in the designer instead of the advanced tank.
  • Override models from equipment are now prioritized higher in division designer.

AI

  • Italy is more competent in defending north africa and its home lands. It will also build more screens so it has a larger buffer to fight against england for a longer time.
  • Germany now dedicates more troops to operation barbarossa and in general be a bit less reckless.
  • Improved USA's ability to provide lendlease to the UK and Soviet Union.
  • The AI will now try and cancel bad naval blockade actions.
  • The AI will take local construction speed in states into consideration, optimizing their ability to build factories.
  • Improved germany's ability to handle MEFO bills.
  • USA & Japan will now prioritize selecting a chief of navy.
  • The AI won't offer lend leases of a single unit of equipment anymore.
  • Navy AI: Fixed an issue where AI would be inconsistent with calculating homebases for fleets, now corresponding to the automated setting.
  • Fixed an issue where German submarines would target the entire world's regions.
  • Fixed England being wildly inefficient with convoy escort missions, assigning way too many regions.
  • Tweaked AI weights of moving their airforce around.
  • Improved AI decision making around template updates.
  • Made the AI verify that they don't have access to special research facilities before building another one of them.
  • Made United Kingdom more competent at defending egypt and attacking tripoli & iraq.
  • Italy will use its airforce more in africa and keep a strong presence in north africa, even when its attacking yugoslavia & greece. They also no longer will reinforce mindlessly in the sub-saharan region.
  • Axis powers won't focus much air in the middle east as they are preparing for barbarossa.
  • Italian infantry template is now closer to the historical division setup.
  • Germany will now aim to enact the "Service By Requirement" Conscription Law before starting Operation Barbarossa.
  • Tweaked some of the AI research weights to change their priorities.
  • Germany now considers to go down the Berlin-Moscow Axis path if they are completely surrounded.

Modding

  • Added the ability to added support for pp_spend_priority to target advisors
  • Updated the error checking for stability checks to verify the normalized range based on defines.

Bugfix

  • Removed erroneous Pledge for allies.
  • Crash that would occur after resyncing from an OOS when players are in observer mode.
  • Fixed an OOS that would occur due to character names
  • Fixed an OOS that would occur if a client did not have the La Resistance DLC
  • Fixed a bug where you were able to get the long range sea operations bonus twice.
  • Fixed various division names with the incorrect numbering.
  • Fixed a rare CTD from a factions race condition.
  • Fixed a bug where you could be locked out of a soviet subtree if Aleksey Rykov was dead, and so was Nikolay Bukharin.
  • Fixed a bug where latvia was unable to instigate a civil war in poland, even though the tooltip said they could.
  • Fixed an OOS that would occur during peace conference resolution.
  • Fixed an OOS that would occur frequently when hot-joining.
  • Fixed a rare crash related to volunteers in transfere to a country when their civil war ended.
  • Fixed a bug where volunteers from a landlocked country were unable to be resupplied.
  • Fixes an issue where Railway Gun models would sometimes not show up.
  • Fixed an issue where, during co-op, players modifying divisions in the designer at the same time would not update the templates properly.
