Europa Universalis V 1.3 Patch Notes (15th July 2026)
Europa Universalis V's 1.3 Pavia update exits open beta today with sweeping changes to estates, credit systems, military geography, and HRE governance.

Update 1.3 Pavia for Europa Universalis V is now live after concluding its open beta phase. This is a substantial overhaul that touches nearly every system in the game, and it demands a fresh save if you're coming from version 1.2.
Estates have been rebuilt from the ground up. They now adopt the culture and religion of their strongest population groups, and if discontent brews, you can negotiate with rebellious factions or spend legitimacy to grant concessions before fighting breaks out. Individual forts will roll for loyalty based on estate satisfaction and local unrest when revolts do occur. The economy gets equally deep treatment: you'll build a creditworthiness score between 0 and 100 through responsible borrowing to unlock lower interest rates, while defaulting or bankruptcy will haunt your future loans. Ten unique state and family banks arrive alongside overhauled mills and historical production identities like Venetian glass and English wool.
Military geography now shapes combat outcomes significantly. Naval combat prioritises sinking ships over attrition, and heavy ships face penalties in enclosed waters. The Holy Roman Empire receives a major structural redesign with Imperial Circles introducing regional governance and new political pressure for emperors and princes. Italy gets roughly 180 new advances, 120 new events, and specific historical situations for minor nations including Verona, Siena, and Lucca.

▲ Buff◆ TweakGood day everyone! Today we're happy to say Update 1.3 Pavia, has officially concluded it's open beta phase of development and is now available by default on Steam. Firstly, 1.3 would not be here without the help of those that opted into our Open Beta, and especially those that gave their feedback on it. So thank you!

Here are some of the highlights:
- Estates & Rebellions - Estates now adopt their culture and religion from the most powerful pops inside of them. If a rebellion brews, you can now negotiate with factions or grant concessions by spending legitimacy before they fight. If a revolt does happen, individual forts will roll for loyalty based on factors like estate satisfaction and local unrest.
- Credit & Economy - Build a creditworthiness score from 0 to 100 through responsible borrowing to earn lower interest rates. Defaulting or going bankrupt means every future loan will cost you more. We have also added ten unique state and family banks, plus overhauled mills and historical production identities like Venetian glass and English wool.
- Automation: - Hand off the busy work to your cabinet and generals. You can now reserve diplomat slots for automated actions, automate cabinet hiring, and assign armies to independent operations for war, sieges, or hunting.
- Diplomacy & The HRE: - Diplomatic capacity is now driven by laws and advances rather than your nation's rank. The Holy Roman Empire also receives a massive update with "Imperial Circles," adding a mid-tier of regional governance and new political pressure dynamics for the Emperor and princes.
- Military Overhaul: - Geography now heavily impacts unit combat effectiveness. Naval combat is far more decisive, prioritizing sinking ships over endless attrition, and heavy ships will face penalties in enclosed seas.
- Italian Content Drop: - Dive into the overhauled Guelphs and Ghibellines and Italian Wars situations. The update includes approximately 180 new advances for Italy and the Balkans, roughly 120 new events, and specific historical events for minor nations like Verona, Siena, and Lucca.

- WARNING - You are able to load save games from 1.2.X versions but our testing indicated that you will probably encounter your country in a unrecoverable state due to how many rules of the game have changed. For this reason we highly recommend starting a new save with 1.3
- NOTICE - Saves from 1.3.X (Those started from within the open beta) should load without issue, but we advise creating back ups first at your own discrestion.
