120+ Countries Locked Out of GTA 6 on PS5
Rockstar's decision to ship GTA 6 without a disc collides with PlayStation's limited regional support, leaving players in over 120 countries unable to redeem the game without workarounds that could get them banned.

When Rockstar confirmed that GTA 6 would ship without a disc, the backlash centred on preservation, ownership, and the principle of buying a box with nothing meaningful inside it. But there's a second, less-discussed consequence of going digital-only, and it affects a staggering number of players: if you live in one of the 120-plus countries where the PlayStation Network doesn't operate, you can't redeem the game at all.
Rockstar's own support FAQ spells it out. Download codes for the PS5 version of GTA 6 are region-locked, tied to specific territories. Buy a boxed copy in a country that isn't on PlayStation's approved list, and the code inside is useless.
"The digital download code for Grand Theft Auto 6 works differently depending on the platform and country of purchase. It is recommended that you buy and play from a retailer that is in the country of your platform account to avoid potential activation problems."
The FAQ then breaks every eligible region into locked groups. North America covers only the US and Canada. The UK is its own island. Japan gets its own bucket, with the added caveat that product codes expire 170 days after the November 19 launch date due to local regulations. Latin America covers 15 countries. The "Rest of EMEA and Asia" group is the broadest, spanning 35 nations from Australia to Ukraine, but even that leaves out enormous swathes of Africa, the Middle East, Central Asia, and Southeast Asia.
Players in excluded countries have long relied on a workaround: creating a PSN account registered to an eligible region. It works, and it's widespread. It's also a direct violation of PlayStation's End-User License Agreement, as reported by The Gamer's Jack Coleman, and Sony reserves the right to ban accounts that do it. For a $70 game attached to what will likely become a years-long online ecosystem, that's a real risk to take on faith.
Xbox Has No Lock
In a surprising contrast, the Xbox Series X/S version of GTA 6 carries no region restrictions whatsoever. Xbox users can preload and play regardless of location. Rockstar hasn't explained why the two platforms differ, but the answer almost certainly comes down to infrastructure. PlayStation's account system and digital storefront simply don't exist in large parts of the world. Xbox's does, or at least doesn't enforce the same territorial walls.
I keep coming back to this problem existing only because there's no disc. If Rockstar had shipped GTA 6 with actual game data on a Blu-ray, region-locking would be irrelevant for PS5 owners. The console itself is region-free for disc-based games. By removing the disc and replacing it with a download code, Rockstar has inadvertently imported every limitation of PlayStation's patchy digital infrastructure into a physical product. You're buying a box, paying full price, and receiving something that functions worse than a disc in every measurable way.
None of this appears to be slowing sales. Pre-orders have reportedly topped charts across PlayStation Store regions since they opened last month. An analysis by Newzoo estimated that digital sales in the US and top five European markets have already generated around $180 million for Rockstar and Take-Two Interactive, with uncounted regions pushing that figure to roughly $260 million. First-week projections sit between $3.3 billion and $5.2 billion, translating to an estimated 51 million copies sold.
So the commercial machine rolls on, and I don't expect Rockstar to reverse course on the disc decision or the region lock. But it's a grim look for PlayStation specifically. Sony is about to host the biggest third-party launch in gaming history, and its own platform limitations mean a significant chunk of the world's PS5 owners need to break the rules just to play it. Xbox, meanwhile, just works.
